Ontario Introduces Data Centre Framework Amidst Moratorium Calls

Ontario has established a new framework to guide the approval of data centres across the province. Premier Doug Ford announced the initiative, which is built on three core principles: economic growth, data security and sovereignty, and community benefit. The government stated this framework will ensure data centres contribute to economic development by generating billions in growth and creating jobs, while also requiring them to cover the full costs of their electricity consumption.

Under the new guidelines, data centres will face a separate, higher electricity rate class than existing industrial users. The province also indicated that no financial incentives will be offered to attract data centre investments. This framework is intended to support Ontario's artificial intelligence strategy, which projects significant economic benefits and job creation by 2035.

The introduction of this framework occurs at a time when municipalities like Oakville have implemented moratoriums on data centre development, and others, such as Mississauga, are considering similar measures. These local actions reflect growing public and municipal concerns regarding the rapid expansion of data centres.

Environmental advocates and some political groups have expressed skepticism, arguing that the province's new playbook lacks sufficient detail and strong regulations. Concerns have been raised about the significant demands data centres place on energy and water resources. The government has stated a preference for data centres utilizing closed-loop water systems to minimize water usage.

As the province moves forward with its data centre strategy, some regions, like the Region of Waterloo, are actively seeking more information on the economic and environmental impacts of these facilities. Local officials are working to understand these implications to inform future development decisions.
